Based on how you phrased your question I will assume you would be creating a custom list.
First create the custom field on the Custom Field screen then navigate to the Associated Custom Fields screen. Look up the Entity (Screen) that you would like to add the custom field to. Then add the Custom Field to that screen with a Lookup Type of "Property" and save the entry. Find the field you just added and select it. Once you have selected the field click on the Actions drop down and click on "Define Lookup Options".
From here you will be able to define what will be available as options within the custom field. One important thing to note is to make sure the "Use for Validation" checkbox is checked if you want the custom field to only use values available from the list. If the "Use for Validation" checkbox is not checked then values other then the defined lookup values can be used.
I would also recommend going through the "Defining lookup values for custom fields" and "Associating custom fields with an entity or class" sections of the Infor EAM - Help document. You can find this document by clicking on the question mark icon or pressing "ALT + H" on either the Custom Field or Associate Custom Fields screens. Clicking on the help icon on either of these screens will take you directly to the help section for that screen.
Thanks for your answer. That is exactly what I am looking to do. I had gotten the custom fields created and associated, but the list eluded me. I did not realize I had to reopen once added and then create the drop down list. Thanks.
